Hair Beauty and Fashion from 2013's Billboard Awards
Kesha and Madonna were clear competitors for worst dressed of the night. With minimal make up and hair look and a serious lack of Keshas usual glitter the star looked under dressed and almost un recognizable. When it comes to the dress, yes she has a nice figure but there is just no excuse for this. It looks like the dress has had a malfunction rather than have been designed like that.
